The decision needs a name behind it.

Continuing to operate, cleaning, repairing, modifying or replacing all sit on somebody's signature in the end. That signature is easier to give — and easier to defend later — when there is an independent, written position behind it, not just an internal judgement call.

Once the block is diffusion-welded, that bond can never be inspected again.

A PCHE core becomes a single solid block the moment the diffusion weld is complete — no seam to reopen, no joint to re-examine, no second chance to check it. Whatever confidence exists in that bond has to be built before that point, through independent oversight of the weld itself, not after.
